7-128 Software has just released a free self-voicing timer that runs on Windows 98, XP, or Vista computers available in 2000 or later.
DarkTimer does not require a screen reader and has adjustable verbosity.
The timer does require the 7-128 Game Book in order to run, because it shares code with that program. However, it works just fine with the free demo version of that Game Book, even after the demo period is over.
